If you have the drivers installed, you can go to the display
properties.. The settings for my graphics cards generally show up
there.  This includes dual monitors and TV output, if available.

Might be interference from a nearby tv, in which case, try changing
the vertical sweep frequency if the lines run horizontally.  Not sure
what the problem might be, although you might try switching monitors,
if possible.
