Hi,
Most likely to late for this but it is only 8am here.
You could convert your terrain into a vertex object and then remove
the ground plane by deleting those facets either by selection or a
boolean subtraction with a grid you could throw in there at the base
of terrain object. You need to raise the preview mesh density up from
64 to 128 or 256 or you get the world map looking like melted cheese.
If it is still to lumpy looking raise the render density up from 512
to 1024. The higher the level the better the detail but the harder it
will be to get rid of the base plane.

An second, faster, way to do it would be to use DCG's Anything
Grooves (if you have it, and you should get it if you don't).
You would just build a shader with your map in the color channel and
then drop a AG plane into the scene. Use the map shader to drive the
displacement and check the "Zero is empty" option to keep the flat
plane from being generated. Set the detail level to what you need and
drop your glass shader onto the new AG terrain object in the main
window.
