It is my understanding from responses to an inquiry I made on the Adobe Atmosphere forum that server software is needed only for the avatar chat capability. Otherwise, Atmosphere files require only the browser plug-in for viewing, just upload them like you would Flash files. VET models contained in Atmosphere files don't need licensing. I don't think all the VET capabilities are included, though.
Regarding the Shockwave 3D route, last I heard there were many expensive third party plug-ins to Director that one would have to purchase in order to get the most out of the format.
