Make groups of the ones you want to set together, to make them easier to select,
When you need to adjust select the lights then use edit->Master Light to
control the sets.
(Hopefully I am answering the right question)
If I were attacking the problem I would consider doing the stars in several
separate passes and compositing them together in AfterEffects or the like. Done
cleverly you could play with the light intensities without having to rerender.
Just a thought.
