C3 will generate quads with most of the default objects (ie sphere,
cube, cylinder, cone, grid) But you cannot gernerate by quads using
the subdivide command(top menu. You have to you have to use the
tesselate tool one at a time on each polygon(alot quicker than using
the delete tool the way you suggested.) They do have a much improved
add tool, that allows you to freely add vertices which are linked
automaticly, plus the link tool is greatly improved.

As to selecting edges if you want to marquee select edges, hold down
the shift key, click and grag diagonally outside the required area.
If you wish to deselect from a selected area, hold both the shift and
alt key and drag as described above.
