Well, I think you miss the physics. When nor refraction is possible, all the light is reflected. It is like the other face of the coin. So you can describe the Fresnel effect in terms of how much light it reflects. But the physic behind is a question of refraction.
Go there, read everything, play with the java applets, specialy the one called "critical angle of reflection".
