well... at least provisionally accepted by folks who want peace and quiet
and want to get back to the business of living. Professional terrorists
will still make a mess because they want 'their' people isolated,
frightened, poor and miserable living in a politically unstable or chaotic
situation. They're easier to control that way. I kinda prefer the 'keep 'em
quiet by making life easy and fun' method myself.
