I don't have the Snow Flake example you mentioned but I created a Carrara 3 scene with an infinite plane, a "rain" particle emitter and a transparent shader on the particles. I then adjusted the Renderer to have "Light Through Transparency" enabled. To my surprise, the particles are transparent until they come to rest on the infinite plane. At that point they, or possibly their shadows, appear to stop following the rules of transparency.
Ouch... that was very observant of you... good spot!
However, I found that if I moved the particle emitter UP a bit above the ground that the problem went away. I used emitter z = (emitter height / 2 + 0.1) which is slightly different that what you did since the particles come to rest just above the ground. This workaround still allows the particles to visibly pile up.
