I think, that in carrara shininess refers to smoothness of the
surface. I.e. If shininess is high, it means that your object is very
smooth (polished glass) and the highlights will be tight.

Many 3d software provide greater control by giving you separate
shininess, smoothness and highlight tightness controls. In carrara,
those things are controlled with shininess, highlight and reflection.
