Actually, a low shininess setting means that the light is spread
out over a larger area, as you would expect in a matte finish. A
high gloss finish will have a smaller, sharper highlight, which is
what happens when the shininess value is raised. Higher value
= smaller size = glossy surface. My complaint is that the shift
from gloss to matte isn't really uniform. Going from, say, 50 to 15
isn't nearly as big a shift as going from 7 to 2.

Keep in mind, also, that a matte finish won't bounce back the
light as efficiently, so you won't want a high value for your
highlight. Also, using a color value for your highlight rather than a
simple value setting can create some useful results.
