Back Carrara 3 has the ability to make decent terrains, features, lakes and trees which can be combined with a sky, volumetric clouds and sky and global illumination rendering to create realistic landscapes. I helped write the landscape chapter for the upcoming Carrara 3 Handbook and, depending on how it has been edited, should take you through some tricks for getting good landscapes out of Carrara 3.
Terrains: the terrain editor has its limitations but works much like the Bryce terrain generator and so Bryce tutorials can be helpful. A separate photoeditor is useful for manipulating the height maps used to make the terrains. The new Ground Control plugin from Eric Winemiller (Digital Carvers Guild) looks good I just haven't had time to try it out. Anything Grooves can also be used to make terrains.
Simple planes with a wave shader are good for large flat bodies of water and Anything Grooves and the Vertex of Spline modelers can be used for making water with depth.
Rocks and Houses and other features of course can be modelled in Carrara in the spline or vertex modellers.
Carrara 3 includes a tree/plant generator. Due to the complexity of the models they are processor intensive. Distant Trees can also be faked with noisy terrains or Anything Grows strands or tip objects.
Carrara includes an Atmosphere generator. Layering several cloud layers can give you a good approximation of volumetric clouds. Volumetric clouds are included but they do not interact with scene lighting, are tricky to get right and are processor intensive. That said, they work well for special requirements .
The texture tools in Carrara 3 include a new environment shader which makes it easier to shade terrains and other objects by height, slope and orientation. Good for snow, dust, moss, tree lines etc.
The renderer includes a fast sky light option (which can use an atmosphere, image or HDRI image as a light source for the scene) and a much more intensive indirect lighting option (global illumination).

You can certainly do it all in Carrara 3.
