It's a post render option in C2 (think it still is)... I used it for the
breaking glass in the flash file on my site:
http://www.niceguy.com

It applies a blur much like photoshop to the entire motion in the
scene. A few mistakes I made with the motion blur was that I
never set it in the timeline initially and it blurred every motion. You
have to set the motion blur to "0" initially... and don't forget to set it
back to "0" after your effect is complete.
