Back not that this factoid is going to solve your problem but...
most promotional photographs of icecream are usually not actually of icecream. Its usually crisco as I recall. Sometimes mashed potatoes are used too.
As far as the bump/disp texture goes, I'd probably start with some noise and clamp anything above 0.5 down to 0.5. Then, mult by 2. As a start.
I'd play with it a bit more and give you a shader but its the 4th of july here and there's a party going on outside my hotel. I should probably join in :)
