Yes, but you have to install an event for that. Create a plugin that
installs the event, and then create a plugin that sets your
preferences. When the event(s), it will call the plugin that sets your
preferences.

The events you're looking for is OnEndNewScene (XSIApplication). There
might be better events suited for this but this one should get your
started, it will call your preference plugins each time you create a
new scene.
