I've been doing a lot of reading up on this and yes it will act pritty much like a dual xeon system.
XSI is multithreaded but not totally. For stuff like rendering you'll notice a good improvement over 1 cpu (getting close to 2x speed). But your animation playback, etc wont improve.
Going dual core pritty much depends on what you want to use your system for. Remember than windows is multithreaded so that will feel much smoother for a start which isn't a bad thing.
