Back Yes. My recommendation is using entirely self-installed commands, generating the initial toolbar using the UI and then editing the XML file of the toolbar afterwards to do edits. There are a few GUIDs in that file but for commands they are completely OPTIONAL.
(But I'm naturally a low level coder type, we recognize the need to have some good UI-based solutions also)

With self-installed commands you don't need to register anything. Simply ask them to click the Update button from the File > Plugins > Manager window.
