cutNpaste the toolbar in your users directory, update, cutNpaste back
into the workgroup. Not elegant, some users may scream, but that's the
only way.

Or if you don't want to cut the toolbar from the workgroup, you could
make a local copy, edit it, and overwrite the workgroup one with it.
Again, not elegant whatsoever. "Updating" a toolbar, in XSI, is simply
a matter of closing the toolbar and reopening it.
