Back Well in general, things like this progress fairly uniformly. If you can find some reference, you'll notice that the cracks radiate out circularly from the point or points of impact. Often the cracks look sort of like an orb spider web.
I would cut up some geo in that shape, and hand animate the first initial burst of the bigger pieces, and use particle instances for smaller pieces, and sprites for the smallest bits and tiny debris. Picture the collapse of the glass as if it were being deformed by what is hitting it, so more than likely it would be spherical or conical until the broke completely away from the object busting through it, this only lasts for a few frames at most.
You might be able to use RBD to simulate the animation after the initial break and deformation.
Hope that helps a bit, it will take some R&D to pull it off.
