Back A really thin bit of cloth has always worked well for me in the past but the new RBDs ought to be able to handle this. Make a chain of objects, long thing cubes end to end, and put hinges in between them, anchoring the tip at the balloon. This should be a skeleton chain thing but I've had a few issues with chains and I've never been able to get them to work too well.
