Back Hi Lawrence,
If you mean that your ink lines have scratchy edges, you may want to adjust the Sampling settings on the Sampling tab of the Toon Ink Lens shader property editor.
The Toon and Non-Photoreal Effects chapter in the Shaders, Lights & Cameras guide has some information about balancing the Sampling settings with the scene 's Antialiasing settings.

Also, I seem to get scratchy edges (they look like chalk lines).
