We had a similar problem some time ago, and the sad answer is: you have to do everything yourself! What we ended up to do was to use particle clouds in XSI to generate object positions in a easy way, then export everything to a text file, then import it in Behavior with Piccolo. Don't hesitate to ask questions if you need! BTW, did you look at the Boids tutorial in the Behavior docs? It's a good starting point for not ground-locked actors.
