I experienced the issue across multiple systems with different cards.  
some nvidia, some ati.  some workstation, some consumer.  So I don't
think it was graphics card related.  That said, I'm not sure I've
actually tried it in 4.2.  So I'll give it a go.  Last time I checked
that render issues was in 4.0.  The playback issue persisted to 4.2 so I
didn't even bother checking the render region.
