By default it should emit by the normals(surface) check in your emission
properties.

I have a question on particels. I have 3 different flowers in a group as
instance group for a particle system. As emitter i created an landscape
and
i want that the flowers are emitted in direction of the landscape
normals.
Is there an option to emitt along normals ?
