Probably because turbulence is built to affect velocity - he says, stating
the obviuous ;). Or possibly that the force of the turbulence is
proportional to the velocity, rather as drag would be.

One of my big beefs about  particles is that there's no logic or information
about what forces affect what properties of particles. In my book a force is
something that affects acceleration - F=Ma  - the acceleration percolating
down through velocity and finally position. I couldn't say for sure but I'm
guessing this may not always be the case.
