Offset Map

Automatically adjusts the offsets of parameter values in an action
clip. To use this command:

1.   Instantiate an action clip.
2.   At the desired frame, adjust parameters to the desired values. For
example, move the object to the desired position.
3.   Mark the parameters you want to adjust.
4.   Click the Offset Map button.

Offsets are automatically created in the clip's local value map for
the marked parameters.

To see the offsets: Right-click on the clip and choose Clip
Properties. On the Clip Item Information page, the offsets appear in
the Clip Effect column.

Note: Offset Map does not work if there is more than one clip driving
the marked parameters at the current frame. In such cases you can use
the M button to the left of a track to temporarily mute a track and
prevent its clips from driving parameters.

Action Key

Adds a key to the function curves in an action's source. To use this command:

1.   Instantiate an action clip.
2.   At the desired frame, adjust parameters to the desired values. For
example, move the object to the desired position.
3.   Mark the parameters you want to adjust.
4.   Click the Action Key button.

A key is added to the source curves in the action source. All clips
instantiated from the source are affected.

Note: The Action Key button does not work if there is more than one
clip driving the marked parameters at the current frame. In such cases
you can use the M button to the left of a track to temporarily mute a
track and prevent its clips from driving parameters.

- For the second question, yes you can use static poses from a model
imported in an other scene and yes you can start without any animation
applied before. Static poses are just...poses, so you will need to
save some keys.
