Hi Nick,
I think you may be looking for the SI3D curve option. This can either be set as a general Animation Editor preference, or it can be set on individual slopes from the Animation Editor > Curves menu.

Rant... (you've been warned) If there's a preference somewhere I keep on missing (which would be surprising seen the clarity and readability of the new preferences PPG) please enlighten me as this is something I've been banging my head against for months now and finally my head exploded... Who is the smart Alec who decided to add this horrible new feature of modifying the length of handles in the AE on points which are NOT selected when you move neighbouring points around? Whether using the region tool, or simply moving points in time, it changes the neighbours handles length. This is a really shite feature. Could we please please please lose it for the next version or have an option to disable it? If you own up now, we'll simply fire hot potatoes in your general direction... if you fix it we'll drown you in beer...
