Hi Tim,
I have a simple .ter importer here:
http://www.sukio.de/dump/FLX_TerragenImport.zip
Maybe it gets you going. Please report back if you got any issues with it.
Usage:
1) Get it from File->Import->Terragen.
2) On the operator's property page that opens click the ... next to
filename and browse for your .ter file.
