I did the same until I put the commands in a button directly in Palettes >
Scripts.
SetValue("preferences.fcurve_editor.value_snap_active", false, null);
SetValue("preferences.fcurve_editor.time_snap_active", true, null);
SetValue("preferences.fcurve_editor.snap_slope_angle_active", false, null);

Now, my daily dose of zen is juste one clic :-)
