Another solution would be to keep whatever you're getting from the tail
setup and having the ability to animate on top of that i.e. add some
extra bounce for overlap / follow through, orient any joint differently
at any point etc.
I haven't used this method for tails as I tend to animate them by hand
but I used it to add overlap to a fluke or fishtail which was animated
along a path. What you do is set up a chain which is constrained to a
path (or the tail mechanism in your case), a copy of that chain and a
set of as many nulls as there are bones in the chain. (The nulls can be
at origin and invisible as all they will be used for is rotational
values.) Each bone in the second chain is then given an expression which
simply says my rotation = chain 1 rotation + null rotation for x, y and
z. The nulls are put in a panel with sliders for the rotations. You
envelope to the second chain, so the result is that you inherit
everything from the driving chain but can then animate on top of that
(with what is in effect FK) with the sliders.
