Back My guess would be yes. If you use a black texture map then you have no hairs.

OK, thanks for the tip on the texture map, I had forgotten you could use those for Cut and Density instead of Weightmaps. My question though is still about hair count. If I have an object with 100,00 hairs and I turn off half of them with a density map, can I then increase my total hair count to 200,000 and have the same RAM and CPU overhead?
