Back It means that the positions of the bone you are weighting to is NOT its default position, therefore as soon as an element is weighted to it, it reads some changes in the envelope and moves accordingly.
Select the deformer(s) and use envelope>set reference poses.
Also remember that when dealing with chains, even if you aren't weighting anything to the effectors themselves, they are included in the envelope (XSI uses them to figure out the length of the last bone) and therefore they need to have their reference pose set as well.
Last but not least going through the manual and tutorials book would help you enormously in the regards ;)

hi all
I am working on an facial rig and I have a problem with weighting now. The Bone position is at the upper end of the lower lid. But if I weight the points they move away from the bone.
here is a picture of weighted points and the problem.
