Back **warning: I am assuming what follows and have never tried this.
It should be possible in the mixer I think. you could go in the clip, and change what fcurves are assigned to what bone. and then apply effects to the fcurves that need it, something like: "this * -1" to inverse the values. If you've properly named your bones this would be eg. L_Arm_Bone's fcurve gets assigned to R_Arm_Bone. A smart guy knowing his mixer (= not me) could perhaps script this?
