Hair clumping like this... possible?

Hi,

I am working on hair and I wonder if it's possible to make hair clumps
like in this image in XSI:
http://this-wonderful-life.com/cyberbabe_head.htm
(as far as I know this is done in Maya)

The Clump feature in the Hair panel isn't really cut out for this IMO
and also splay doesn't really work that good. Any other tips?
