Check to see if there are any constraints applied to the keys on the Fcurve
such as fixed slope length or orientation. If so, deactivate.

Subject : Animation Editor Woes
I have a problem scene from one of the animators that's behaving strangely.
He set all his Fcurves to linear interpolation but wants to switch these to
spline. Selecting keys and making them spline seems to work (though the
curve remains linear). When he dials in a length for the tangent on the
keys however, the value pops back to zero.
Anyone seen this before and know how to fix it?
