Daniel,

The place to set this up is in Render Globals.

For example, let's say your original has these settings:

resolution = 640x480
device aspect ratio = 1.333
pixel aspect ratio = 1.000

If you then use the percentages you have described, the following should
work:

resolution = 589x518
device aspect ratio = 1.137
pixel aspect ratio = 1.000

If the pixel aspect ratio is changed, that's when you'll have stretching
or squashing.
