Back Stuart,
We got this fairly regularly when rendering an in-house shader with motion blur on.
In our case these artifacts reliably dissapear when we turn off
RenderSettings->ActiveEffects->IntensityClipping.
But we never experienced the red artifacts in "regular" render passes.
Cheers,
Martin

I must admit I only get the odd 1 dot on a frame in every 400. So I've never found a logic to it.
Sounds like an interesting solution.
Cheers
Stu

We just had something similar recently, on a fairly regular particle cloud. One of our light's intensity was cranked up to about 5 or more, which was fine, except on the odd frame we got random bright red spots. We found we could get rid of them with higher Anti Alisaing seetings on those particluar frames.
