Back Unless you're getting paid a cheese-load of money to design an interface and 3D browsing environment, I'd recommend the following two options:
1) Use one of the free (or cheap) game engines and load your scene into it. That way the navigation system, collision detection, etc. is already taken care of. Of course, this will require a certain amount of work on your part getting the models, textures, etc. into the game engine and doing other setup.
2) Offer to provide QuickTime VR (or equivalent) files of the different rooms. The viewer won't be able to move around, per se, but will be able to dynamically look around each room.
