I'm not sure if it is full Havok 2 as someone suggested, but it is definitely better than the limited Havok 1.3 feature set we currently have available in Director. It does cost an additional licensing fee (of I believe $5000 though)

This is my single biggest concern with Virtools. There appears to be very little in terms of developer community. Now, having said that every experience I've had with the company has been very responsive, and helpful, so many of the larger issues which would normally be discussed on one of the Dir mailing lists could be sent straight to company support. It doesn't compare to this community, but it's better than nothing.

I haven't actually developed in Virtools, and this is the sort of thing that you'd need to learn the environment before you could make an honest statement about . . .
For me, the single best thing that Virtools has going for it, is that they are very pro-active about having an up-to-date engine. Virtools 3.0 is the only web-3 (See http://web-3.ora-code.com)d engine I know of that supports DX9, and the associated vertex/pixel shaders. We don't even have DX8 in Director, and I believe the new WildTangent engine is only going to DX8 as well. Oh, and since nobody mentioned it, Virtools is the MS preferred rapid prototyping tool for Xbox . . .
