Back I don't think it has to matter where you live. If you have a great portfolio people will hire you under whatever conditions you choose. Everything is flexible and all rules are subject to change. Take a look on the web for really clean and professional websites and put one together for yourself. Present yourself just like a business not just a guy who would like to do some 3d work or as a hobbie.

People will come to you when they need something. Also, it doesn't hurt to market yourself incessantly. If you have any ideas for 3d products, maybe you should start developing it for your portfolio or even sale or integration into other products. Write your own ticket. Anything is possible.
I've been getting a lot of 3d work lately. I may be looking share some of the action in the future if it gets too much for me to handle by myself.
