You guys are right, I had taken a screenshot of this dilema of mine
when it happened. Upon further scrutinization, there was one country
tucked in there without a nuke. Thanks for the info! <br>

I did find one issue: when all your countries have Nukes assigned to
them and you are starting another turn and you are awarded more Nukes,
you are not able to place the new ones as your countries already have
nukes on them. This situation did not allow me to continue my turn. The
only option was to place Nukes and it would not let me. I had to quit
the game without a winner.

I don't think this situation would normally happen as I specifically
held all my nukes to see what would happen.
