The animators I work with prefer max3 bones over biped.

that's true only for exporter #2. exporter #1 only supports max3 bones, combined with physique, no other combination.
Also for the record, people often use a combination of biped and bones. They'll add bones to add extra detail the biped won't give them. To the best of my knowledge none of the two exports present at this time will be able to export such a construction.
