well split control will do 50% of a line segment. which is one of the
snapping options. if you want to go between 50 and a point. say 25% of a
segment and it keeps snapping to the point or the middle. then just zoom
your view in closer to the line. i believe the snapping tolerance/influence
is relative to the current view.
