Non-border edges must be welded using point-based welding tools, such as the Snap&Weld tool ("m" + keep Alt pressed) or, if there are many points to weld, v4.0's new FilterPoints.
Notice: same limitation existed in v3.51

Are you sure your mesh is valide ? Edges can't shared more than two poly.

How can I weld two edges which are not a boundary? applyTopoOp "WeldEdges", selection(0), siNode, siPersistent does not work on internal edges and I cannot find any other command for that sort of operation. The predefined commands "Weld Boundary Point/Edges" and "Weld Edges" works also only on boundaries and "Weld two edges" and "Weld two Points/Edges" does also not work.
