It would seem that the only place a reference image can be added to a orthogonal camera view is when you are in the vertex modeler. Is there no way to use a reference image while in the spline

Your english is fine. -) There are no good bevel tools in CS (even now really). So you need to do it with geometry. Someone explained in great detail over on renderosity a long time ago-
